摘要
本研究对2013年《大气污染防治行动计划》实施以来,山西省各项散煤污染治理政策包括集中供热替代、清洁或可再生能源替代、推广优质低硫煤推广等的环境效益、实施难度、成本等进行对比研究,发现解决城市散煤污染的根本途径是集中供热替代,特别是提高热电联产比例和利用工业余热;对于农村地区,要逐步推行清洁能源替代措施,同时推广优质低硫煤和使用节能环保炉具等替代措施。
Since the implementation of the Action Plan for the Pre vention and Control of Atmospheric Pollution in2013, this study has made a comparative study on the environmental benefits, implementation difficulties and costs of various policies for the control of bulk coal pollution in Shanxi province, including the replacement of central heating,clean or renewable energy, and the promotion of high-quality and low-sulfur coal. The basic way of pollution is to replace central heating, especially to increase the proportion of cogeneration and utilization of industrial waste heat. For rural areas, clean energy alternative measures should be gradually implemented, while promoting high-quality low-sulfur coal and using energy-saving and environmental protection stoves and other alternative measures.
