国外长输管道试运投产技术标准先进性探讨

摘要
投产是长输管道工程建设的最后关键阶段,对于保证管道安全高效运行至关重要。目前国内还未制定专门的管道投产技术标准。我国长输管道投产实践积累了很多经验,也需要在标准层面规范。介绍了美国、俄罗斯、澳大利亚和英国管道标准在管道投产试运的先进经验和做法,例如统一、规范的管道投产前检查条件和管道投产试运过程评价报告,延迟投产管道的管理维护要求和重新试压的准则,输油管道投产应用凝胶和隔离液以提高清管质量和减少混油量,利用外观、荧光剂、声音、增味剂、土壤-空气试样、压力等方法确定管道投产期间泄漏位置和程度。最后,提出了制定《长输管道试运投产技术规范》的建设性意见。
Commission was the last important stage during the construction of long distance pipeline engineering, which was very important to ensure the safe and efficient operation of pipeline. Now, China has no specific pipeline commission technical standards.China long-distance pipeline commission practice has accumulated a lot of experience, also needs to be standardized in the standard level. The paper introduces the advanced experience and practice of pipeline commissioning in the United States, Russia, Australia and Britain, such as unified, standardized inspection conditions and evaluation report of pipeline commissioning, management and maintenance requirements and re-testing rules for delayed commissioning pipelines, application of gel and isolating fluids to pipeline commissioning to improve pipe cleaning quality and reduce oil mixture, use of visual check, fluorescence, sound, flavor enhancers, soilair samples, pressure and other methods to determine the location and extent of pipeline leakage during commissioning. Finally, constructive suggestions are put forward to formulate Technical Specification for Testing Operation and Commissioning of long distance Pipeline.
