香港公共基础设施PPP模式运营机制分析及启示

政府和社会资本合作(PPP)模式是有效吸引社会资本参与公共基础设施建设的新兴模式。在投资规模较大的公共交通领域,香港运用PPP模式完成了多项公共基础设施建设和特许经营,但多年的经验证明,并非所有公共基础设施项目均适用PPP模式建设运营。本文以香港公共基础设施的PPP典型项目为研究对象,采用案例比较分析方法总结PPP运营的经验与不足,以期为内地公共基础设施领域PPP项目发展提供参考借鉴。
Public-private partnership(PPP) mode is an emerging way to effectively attract social capital to participate in public infrastructure construction. In the public transport sector that requires massive investment, Hong Kong has adopted the PPP mode for the construction and franchising of a number of public infrastructure projects. But years of experience has proved that PPP mode is not suitable and effective for all public infrastructure projects. This paper studies the typical public infrastructure PPP projects in Hong Kong, and summarizes the experience and shortcomings of the PPP operation mechanism through case comparative analysis, which can provide reference for the development of public infrastructure PPP projects in China's mainland.
