新时代我国体育治理中政社关系新特征:依附式合作治理

摘要
政府体育行政部门与体育社会组织的关系将直接影响到我国体育治理体系和治理能力现代化建设。为推进新时代我国体育治理体系和治理能力现代化建设,运用文献资料、逻辑分析等研究方法对我国传统体育管理中政府体育行政部门与体育社会组织之间的关系进行分析,研究认为:我国传统体育管理中政府体育行政部门与体育社会组织之间存在政社同构,替代性强、此消彼长,排斥性强、单向依附,非对称性强的协作关系,面临着在新时代里政府体育行政部门职能难以转移、共建共治共享体育治理格局难以形成、体育治理中的基本矛盾难以化解等诸多滞阻体育治理体系和治理能力现代化建设的困境。鉴于此,研究提出:新时代体育治理中政府体育行政部门需要通过吸纳、赋权和柔性控制依附的体育社会组织高度专业化、精细化和动员能力强;体育社会组织需要持续增强社会合法性、主动嵌入治理结构和积极接受监督依附政府体育行政部门行政合法性资源;彼此呈现依附与合作并存的复合型治理特征,共同推进我国体育治理体系和治理能力现代化建设。
The relationship between sports administrative departments and sports social organizations will directly affect the modernization of sports governance system and governance capacity in China. In order to promote the modernization of sports governance system and governance capacity in China in the new era,the relationship between sports administrative departments and sports social organizations in traditional sports management in China was analyzed in this study by using the methods of documentation and logical analysis. It was found that there is political and social isomorphism and substitution between sports administrative departments and sports social organizations in traditional sports management in China. Sports administrative departments and sports social organizations in traditional sports management have strong substitution,strong repellency,strong one-way dependence and strong asymmetry,and face many difficulties that hinder the modernization of sports governance system and governance capacity. The difficulties include the difficulty in transferring the functions of the government sports administrative departments,the difficulty in forming the pattern of co-construction,co-governance and sharing sports governance,and the difficulty in resolving the basic contradictions in sports governance. The study pointed out that in the new era of sports governance,the sports administrative departments need to bring the highly specialized,refined and mobilization capabilities of sports social organizations through absorption,empowerment and flexible control; sports social organizations need to continuously enhance social legitimacy,actively embed governance structure and actively accept supervision and rely on government sports administrative legitimacy resources; they present the characteristics of compound governance with co-existence of dependence and cooperation,and jointly promote the modernization of sports governance system and governance capacity in China.
