广州市白云区儿童保健服务供给状况定性分析

摘要
目的了解白云区基层医疗机构儿童保健服务供给状况,为有序推进区域儿童保健服务均等化工作提供依据。方法结合现有资料,运用定性研究方法,对儿童保健服务的管理者和提供者进行深入访谈。结果白云区政府为常住人口基本公共卫生服务均等化工作提供政策与经费支持,白云区基层医疗机构为户籍儿童和流动儿童提供同质的儿童保健服务;同时,基层医疗卫生机构区域布局不合理、儿童保健人力资源不足、儿童健康管理绩效考核机制不完善、儿童保健信息系统建设滞后、区域儿童保健合作机制缺乏等是当前白云区基层医疗卫生机构儿童保健服务供给存在的主要问题。结论白云区儿童健康管理基本公共服务均等化工作已全面开展,与国家要求基本一致,但服务量有待提高。建议增设基层医疗卫生机构、增加儿童保健人力资源配置、健全儿童健康管理绩效考核机制、加快儿童保健信息系统建设、建立区域儿童保健合作机制,进一步提高白云区儿童保健服务能力,提升区域人口素养和健康水平。
Objective To investigate the supply of child health care services in primary medical institutions in Baiyun District,provide evidence for promoting the equalization of child health care services. Methods Child health care services development and existing problems in primary medical institutions were surveyed based on face to face interviews. Results The government of Baiyun District provides policy and financial support for equalization of basic public health services for permanent residents. The primary medical institutions in Baiyun District provide the same kind of child health management services as household registered children and migrant children. The main problems existing in the supply of child health care services in primary medical and health institutions in Baiyun District including unreasonable regional layout,insufficient human resources,imperfect performance appraisal mechanism,lagging information system construction and lack of regional cooperation mechanism. Conclusion In line with the national requirements,the equalization of basic public services for children health management in Baiyun District has been fully carried out,but the quantity of services needs to be improved. In order to further improve the ability of child health care services,and the quality and health of population in Baiyun District,the government should set up more basic medical institutions,increase the allocation of human resources,improve the performance appraisal mechanism,speed up the construction of information system and establish the regional cooperation mechanism of child health care services.
