摘要
倡议联盟框架(ACF)是应用最广泛的政策过程理论之一,主要应用于西欧和北美。本文在回顾ACF的基础上,概述了ACF在西欧和北美之外的现有应用,并对本期专刊的四篇关于ACF在菲律宾、中国、印度与肯尼亚的实践应用的文章进行了介绍。最后,本文提出了西欧和北美以外继续应用ACF的论点,以及克服在比较公共政策研究中使用ACF的挑战的研究议程。
        The Advocacy Coalition Framework(ACF) is one of the most widely used policy process theories, primarily in Western Europe and North America. Based on a review of ACF, this article outlines the existing applications of ACF in Western Europe and North America, and introduces the four articles in this special issue on the practical application of ACF in the Philippines, China, India and Kenya. Finally, this article presents the arguments for continued application of ACF outside Western Europe and North America, as well as the research agenda to overcome the challenge of using ACF in comparative public policy research.
