摘要
PPP(Public-Private Partnership)项目再谈判有利于适应外部环境变化,但也可能被利用攫取一方利益破坏合作,导致交易成本的发生和项目效率的损失。根据交易成本理论分析PPP项目再谈判的发生机制,结合实际案例识别再谈判影响因素,并通过专家调查法和层次分析法对PPP再谈判影响因素进行重要性分析。分析结果表明,道德风险因素对PPP项目再谈判影响最大,社会资本提前退出和资金土地未及时供应最容易触发PPP再谈判。研究结果为有效规范和治理PPP再谈判提供理论支持,以期为PPP项目实施提供指导意义。
