摘要
对高端创新要素的相关概念进行了梳理和界定,在此基础上初步提出了高端创新要素市场化配置的理论框架,高端要素创新的市场化配置主要包括要素维、主体维和载体维三个维度。进而归纳了高端创新要素市场化配置的四种典型模式:众创空间+初创企业+要素集聚模式;新型研发机构+市场化运行+要素集聚模式;联盟+产学研协同创新模式;互联网+众包平台+科技服务模式。北京的科技创新资源最为集中,在建设全国科技创新中心过程中高端创新要素如何实现市场化配置至关重要。因此,在前述理论框架之下以北京为典型案例区域,深入分析和论证这四种模式的运行机制。
Based on the arrangement and definition of the relevant concepts about the topic of top innovative elements,the paper puts forward a theoretical framework of market-oriented allocation of top innovative elements,mainly including elements dimension,innovation subject dimension and carrier dimension. Consequently,four typical modes are concluded: crowd innovation space + start-up firm+ factor cluster; new-type research institution + marketization performing + factor cluster; alliance + industry-university-research; internet + public platform + science and technology service. As the capital of China,Beijing has the most centralized resources of science,technology and innovation. It should be highlighted is that how to make the market-oriented allocation of top elements work to play essential role in the procedure of establishing the national scientific technological,and innovative centre. Furthermore,the paper takes Beijing as a representative example,deeply analyzing and demonstrating the four modes. It provides references for the relative research and policy practice of the top innovative elements' market-oriented allocation.
