运输结构调整下铁路集装箱发展策略研究

摘要
近年来,铁路集装箱运输发展迅速,集装箱装车数已经占到货运装车数的14.0%。随着国家运输结构调整和铁路货运三年增量行动方案的不断推进,部分公路货运将逐步转移到铁路,集装箱运输将成为未来铁路货运的主要增长点。在分析我国铁路集装箱发展现状,以及集装箱多式联运发展中存在的主要问题基础上,从全面拓展国内运输、国际联运、铁水联运三大运输市场,切实加强场站设施、装备技术、信息系统三大基础设施建设,以及着力建立适应市场的经营管理机制、以客户为中心的营销机制、互利共赢的市场合作机制三大经营机制等方面提出新形势下铁路集装箱经营发展策略。
With its rapid development in recent years, the loading volume of railway container transportation has accounted for 14.0% of the total freight volume in China. Container transportation is predicted to become a major growth driver in railway freight industry with the implementation of the national transportation restructuring policies and the three-year railway freight volume increase plan, which facilitates partial and gradual transfer of freight transportation from road to railway. This paper studies the development of railway container transportation in China focusing on the major obstacles that have prevented intermodal container transportation from sound and rapid growth. Accordingly, this paper puts forward the operation and development strategies under the new conditions: promoting integrated development of the domestic transport market, international intermodal transport market and sea-railway intermodal transport market, reinforcing infrastructure construction of stations, yards, equipment, technology and information system and setting up three operation frameworks: the market-oriented administration mechanism, the customer-centered marketing mechanism and the market cooperation mechanism for mutual benefit and win-win results.
