铁路车务系统中间站调车作业安全防控对策分析

摘要
调车工作是铁路运输过程的重要组成部分,中间站调车作业安全是铁路安全的重点、难点。在阐述车务系统中间站调车作业安全防控现状的基础上,分析调车作业规章制度、调车人员培训及素质、中间站调车安全管理、调车设备设施、调车作业安全环境、新技术创新应用等方面存在的问题,按照抓基础、强基本、重基层的思路,从"人防""物防""技防"3个方面构建"三位一体"的中间站调车安全保障体系,以整体提升中间站调车作业安全防控能力。
Shunting operations play an important role in maintaining the safety of railway transport at intermediate stations. This paper, with a review of the risk control procedures at the stations, analyzes existing problems from the following perspectives: rules and regulations, training of operators, safety management, equipment maintenance, safety and security in the workplace and application of new techniques. Focusing on basic operations that are determined by operators, equipment and techniques, the article also proposes a system that is able to improve the risk control capacities of the stations.
