政策工具视角下的高校图书馆读者权利保障分析——以42所双一流大学图书馆为例

摘要
选取42所双一流大学图书馆网站公开的规章制度,作为分析的政策文本。从政策工具与权利内容的角度,构建了读者权利保障政策制度二维分析框架,并借助Nvivo软件,采用内容分析法对42份政策文本进行量化分析。结果表明,我国高校图书馆读者权利保障政策制度存在政策文本可操作性待加强、政策工具整体结构不合理、权利要素实际保障不到位、政策工具配套措施待完善等诸多问题。提出了相应的政策工具优化建议,包括增强政策工具可操作性、优化政策工具结构比例、立足切实保障权利要素、提升政策工具实质效力。
The rules and regulations of 42 Double First-Class university library websites are selected as the policy text of analysis. From the angle of the policy instrument and the content of rights,a two-dimensional analysis framework for the policy system of the protection of readers ' rights is constructed. With the help of Nvivo software,42 policy texts are quantified by using content analysis. The results show that the readers' rights protection policy has the following four main problems,such as the policy text maneuverability should be strengthen,the structure of policy tools is not reasonable,the real security of right elements does not reach the designated position,and the supporting measures of policy tools should be improved. Some suggestions of the corresponding policy instrument optimization are put forward, including strengthening the maneuverability of policy instruments,optimizing the structural proportion of policy instruments,relying on the actual protection of the elements of rights,improving substantial effectiveness of policy instruments.
