摘要
党的十八大以来,河南省通过精简行政审批事项、改革投资审批制度和商事制度加快简政放权;通过整合信息平台"、双随机一公开"、建立信用体系等措施加强事中事后监管;通过"互联网+政务服务"优化公共服务,并取得了显著成效。"放管服"改革的进一步深化,为"双创"打好基、服好务、把好关,有效激活了"双创"的新动能。针对新业态构建包容创新的审慎监管机制,需要正确认识审慎监管的内涵及适用范围,减少政府过度干预,构建多方参与的治理体系,抓住包容审慎监管的关键环节,进一步创新包容审慎监管方式方法。
Since the 18 th National Congress of the Communist Party of China, Henan has accelerated the simplification of administration and delegation of power by streamlining administrative examination and approval matters, reforming the investment approval system and the commercial system, and strengthened intermedium and post-incident supervision through the integration of information platforms, "double random and one disclosure", and the establishment of a credit system, etc. The "Internet + government service" has optimized public services and achieved remarkable results. The further deepening of the reform of "power delegation, tightened oversight and service improvement" has laid a good foundation, made a good service and guard well for " mass entrepreneurship and innovation", effectively activating the new energy of " mass entrepreneurship and innovation ". To build a prudent regulatory mechanism that is inclusive and innovative for new forms of business, it is necessary to correctly understand the connotation and scope of prudent supervision, reduce excessive government intervention, build a multi-participatory governance system, seize the vital link of prudent and inclusive supervision, and further innovate the ways and means of prudent and inclusive supervision.
