呼包鄂城市群与产业集群耦合发展评价

摘要
实现城市群与产业集群的耦合发展有利于推进区域经济一体化,提升区域经济竞争力,实现区域经济发展质量提升。通过构建城市群与产业集群耦合发展评价指标体系,利用功效函数、耦合度函数、耦合协调度函数,对呼包鄂城市群与产业集群耦合协调发展水平进行评价。评价结果表明,呼包鄂城市群与五大产业集群的耦合度处于低水平极度耦合状态,需要进一步推动城市群发育和产业集群集聚水平。耦合协调度总体处于调和阶段,不同产业集群与城市群的耦合协调度存在差异,但耦合协调情况基本都在向良性演进,2015年后,除绿色农畜产品加工业外,基本都在处于或接近处于中级耦合协调发展水平。为了推进城市群与产业集群耦合协调发展,需要加强府际合作,推动城市群一体化进程;需要加大改革力度,发挥市场在资源配置中的决定性作用和更好地发挥政府作用;需要加强政策引导,提高产业集群集聚能力和水平;需要加快创新驱动,推进产业集群动能转换;需要抓住机遇,融入国家发展战略。
Realizing the coupled development of urban agglomerations and industrial clusters is conducive to promoting regional economic integration, enhancing regional economic competitiveness, and improving the quality of regional economic development. By constructing the evaluation index system of the coupling development between urban agglomeration and industrial cluster, and using the function of function, coupling degree function and coupling coordination degree function, the coupling development level of the Urban Agglomeration of Hohhot-Baotou-Ordos and industrial cluster is evaluated. The evaluation results show that the coupling degree between the Urban Agglomeration of Hohhot-Baotou-Ordos and the five major industrial clusters is at a low level and extremely coupled state, and it is necessary to further promote the development of urban agglomeration and the concentration of industrial clusters. The coupling coordination degree is generally in the reconciliation stage. There are differences in the coupling degree between different industrial clusters and urban agglomerations. However, the coupling and coordination situation is basically a benign evolution. After 2015, except for the green agricultural and livestock products processing industry, they are basically at or Close to the level of coordination and development at the intermediate level. In order to promote the coordinated development of urban agglomerations and industrial clusters, it is necessary to strengthen inter-governmental cooperation and promote the integration process of urban agglomerations; it is necessary to intensify reforms, give play to the decisive role of the market in resource allocation and better play the role of the government; Guide and improve the clustering capacity and level of industrial clusters; accelerate the drive for innovation and promote the transformation of kinetic energy of industrial clusters; need to seize opportunities and integrate into national development strategies.
