公共图书馆第三方评估办法制定:以广州为例

摘要
广州市公共图书馆第三方评估办法制定经过了文献调研、同行调研、第三方评估机构调研、评估办法初稿撰写、评估对象调研、专家论证、评估对象座谈、政府部门意见征集等过程。广州市公共图书馆第三方评估办法包括评估对象、第三方及第三方评估的界定、第三方的资质与产生方法、评估内容、评估流程、评估周期、评估结果及使用、评估标准等内容。广州市公共图书馆第三方评估办法制定的经验有严格遵循立法程序、构建完整的体系、具备鲜明的广州特色和注重公众参与。
The design process of third-party evaluation measures of Guangzhou Public Library includes literature review, interview with library experts and third-party evaluation agency, third-party evaluation program and index system drafting,evaluation objects investigation, expert verification, symposium with evaluation objects and opinion collection from government departments. The third-party evaluation measures of Guangzhou public Library contains the definition of evaluation object,third-party and third-party evaluation,the qualification and generation method of third party, the evaluation content, the evaluation process, the evaluation cycle, the evaluation result and the evaluation criteria. The experience of formulating the third-party evaluation measures of Guangzhou public library is as follows: strictly following the legislative procedure, constructing a complete evaluation system,having distinctive Guangzhou characteristics and focusing on public participation.
