关于加强天津自贸区知识产权保护的研究

摘要
加强天津自贸区的知识产权保护机制体系建设,能为促进京津冀协同创新提供新的途径,从而显著提升京津冀地区企业在研发、生产、销售、进出口等关键环节的知识产权保护和维权意识,利于培育一大批国际竞争能力强、产业影响力大的知识产权优势企业,带动和促进天津市经济的转型和升级。通过对我国知识产权保护制度的背景、问题进行阐述,对天津自贸区作为先行先试的改革试验田加强知识产权保护的必要性进行分析,从自贸区知识产权保护和管理体系建设、法律环境建设、纠纷多元化解决机制和加强人才、服务机构培育等角度提出对策建议,以期对自贸区知识产权保护工作提升有所借鉴。
Strengthening the construction of intellectual property protection mechanism and system in Tianjin Free Trade Zone can provide a new approach to promote collaborative innovation in Jing-Jin-Ji Area. The new mechanism and system can significantly promote enterprises in Jing-Jin-Ji Area to enhance their awareness of intellectual property protection and maintenance in key links such as R & D, production, sales, import and export, cultivate a large number of intellectual property advantage enterprises with strong international competitiveness and strong industrial influence, and promote the Tianjin economic transformation and upgrade. This paper analyses the background and problems of intellectual property protection system in China and the necessity of strengthening intellectual property protection in Tianjin Free Trade Zone as a pilot reform field. The countermeasures and suggestions are put forward from the aspects of intellectual property protection and management system construction, legal environment construction, multi-solution mechanism of disputes and strengthening the cultivation of talents and service institutions in Tianjin Free Trade Zone. The above suggestions hope to provide some reference for the improvement of intellectual property protection in Tianjin Free Trade Zone.
