摘要
为准确把握农产品电子商务物流能力发展动态,增强农产品电子商务物流能力,有必要对农产品电子商务物流能力进行科学评价。结合农产品物流、农产品电子商务及农业经济的特点,站在区域视角,构建农产品电子商务物流能力综合评价指标体系;以内蒙古为例,采用基于熵权的模糊物元欧式贴近度法系统研究了各评价指标的权重,深入分析了农产品电子商务物流能力的发展变化趋势。研究结果表明:地区互联网用户数占总人数的比重以及地区农业物流货物周转量是影响农产品电子商务物流能力的主要因素。为改善农产品电子商务物流能力,需加大信息网络基础设施建设力度,提高移动互联网普及率;加强农业物流软硬件设施建设;优化农产品电子商务产业链;加大农产品电子商务物流人才培养力度;实施创新驱动发展战略等。
        In order to grasp the development trend about the capability of e-commerce logistics for agricultural products accurately and enhance that, it is necessary to evaluate the capability scientifically. Based on the characteristics of agricultural logistics, agricultural e-commerce and agricultural economy, a comprehensive evaluation index system of e-commerce logistics capability for agricultural products is constructed from the regional perspective. Taken Inner Mongolia as the research-object area, the weight of evaluation index and e-commerce logistics capability value for agricultural products is analyzed with the method of fuzzy matter-element model, based on entropy weight method.The results of the study show that the main influencing factors of e-commerce logistics capacity for agricultural products are the proportion of the total number of Internet users and the cargo turnover of agricultural logistics. The total cost of the regional agricultural logistics and the length of the long-distance optical cable have little influence on e-commerce logistics capacity of agricultural products. The e-commerce logistics capacity of agricultural products shows a steady increase trend, but the growth rate is gradually slowing down in recent years. In order to improve the capacity of e-commerce logistics for agricultural products, the government should strengthen the infrastructure construction of information network, strengthen the construction of facilities of agricultural logistics, optimize the industry chain of agricultural e-commerce, increase the talent training degree of agricultural e-commerce logistics, and implement the strategy of innovation-driven development.
