摘要
为探索系统、有效的非煤矿山企业安全管理信息化方法,为企业安全管理实践提供实用的管理手段,提出建立非煤矿山三维预防安全管理信息化平台。平台采取B/S结构和手机APP终端应用相结合的方式,整体架构包含行为安全管理子系统、本质安全管理子系统、保障安全管理子系统和系统运行保障子系统;行为安全管理子系统从需求、教育、行为规范3方面构建;本质安全管理子系统从危险源辨识、监测、监控3方面构建;保障安全管理子系统从成立组织机构、建立相关制度、绩效评估3方面构建;系统运行保障子系统主要实现整体平台正常运转所需的后台保障功能;根据平台在冬瓜山铜矿的实际应用检验表明,平台可以在企业中建立有效的信息沟通机制和工作协调机制,规范管理,提高工作效率,降低运营成本,防范安全生产事故的发生,平台的设计与实现思路可为其他相关安全管理业务平台或系统的构建提供参考和借鉴。
        In order to explore the systematic and effective informatization methods for the safety management of non-coal mine enterprises,and provide the practical management means for the safety management practice of enterprises,it was proposed to establish the information platform on the three-dimensional prevention safety management of non-coal mine. The platform adopted the combination of B/S structure and APP terminal application of mobile phone,and its overall architecture included the subsystems of behavior safety management,intrinsic safety management,guarantee safety management and system operation guarantee. The subsystem of behavior safety management was constructed from three aspects of demand,education and behavioral norms,the subsystem of intrinsic safety management was constructed from three aspects of identification,monitoring and control of dangerous source,the subsystem of guarantee safety management was constructed from three aspects of establishing organization,establishing relevant regulations and performance assessment,and the subsystem of system operation guarantee mainly realized the background guarantee functions required by the normal operation of the whole platform. According to the actual application verification of the platform in Dongguashan copper mine,it showed that the platform could establish the effective information communication mechanism and work coordination mechanism in the enterprise,standardize the management,improve the work efficiency,reduce the operation cost,and prevent the occurrence of work safety accidents better. The design and realization ideas of the platform can provide reference for the construction of other relevant safety management business platforms or systems.
