中国关键核心技术创新的特征、阻碍和突破

摘要
在众多产业领域的关键核心技术创新方面实现全面突破,既是构建制造强国和创新型国家的基础性条件,也是中国经济实现高质量发展的关键所在。中国关键核心技术创新不足或缺失现象,既广泛分布在基础研究和应用基础研究环节,也大量分布在应用开发、中试、工程化等环节;既分布在传统制造业的特定环节,也广泛分布在高端生产设备和战略性新兴产业的各个产业链、产品链环节。通过对造成中国众多产业领域关键核心技术创新突破能力不足或缺位的诸多机制体制性障碍因素的归纳和分析,特别是在重点分析阻碍中国关键核心技术创新突破的四大基础性问题以及所造成的改革困局的基础上,提出了相应的改革思路和政策建议。
At present, whether China can achieve comprehensive breakthroughs in key and core technological innovations in various industrial fields is not only a fundamental condition for determining whether China can build a strong country and an innovative country, but also the key to whether China's economy can achieve high quality development. China's lack of or absence in key and core technological innovations in various industries and product areas are both widely found in basic research and applied basic research, and apparently detected in application development, pilot testing, engineering, etc. At the same time, it is also found in specific links of traditional manufacturing, as well as in various industrial chains and product chain links of high-end production equipment and strategic emerging industries. Through the induction and analysis of the institutional barriers that have caused China's lack of or absence in key and core technological innovation and breakthroughs in various industries, especially in the analysis of the four fundamental problems that hinder China's key and core technological innovation and the resulting dilemma in reform, the article proposes corresponding reform ideas and related policy recommendations.
