摘要
基础教育作为人才培养的关键环节,一直受到国家和各级教育部门的高度重视。随着国家"一带一路"倡议的深入推进,对沿线地区人才培养提出了更高的要求。师范生公费教育政策作为国家教育政策的重要内容,对改善边远地区师资结构,提升人才培养质量起到了重要作用。当前大部分省区都已实施了地方师范生公费教育政策,特别是中西部少数民族地区结合区域实际,在具体实践中不断进行调整,取得了显著成效。新疆维吾尔自治区作为将国家双语教育政策与师范生公费培养相结合,希望能够解决基层双语教师严重短缺和地区师资均衡分配的问题。本文在分析各省区地方公费师范生政策的基础上,通过新疆本科教育层次公费师范生的大数据对比分析、问卷调查和电话访谈,构建了新疆地方公费师范生群体特征,对在校公费师范生履约意愿和已毕业公费师范生履约率进行了实证调研,提出了新疆公费师范生政策实施过程中存在问题及对策建议。
        Elementary education, as a crucial stage in talents training, has been received great attentions from national and regional education bureaus. Under the Policy of 'the Belt and the Road Initiatives', higher demands are required in talents training among nations on the line of 'the Belt and the road'. As an important aspect of national education policy,'Local Free Teacher Education Policy' plays a fundamental role in improving the quality of teaching staff and upgrading the quality of talents training. Many provinces and autonomous regions have gradually implemented 'local free teacher education policy'. Of the minority regions in the central and western part, this policy has been continuously implemented and made corresponding adjustments, achieving remarkable results and effects. Xinjiang Uygur Autonomous Region combines bilingual education policy with free teacher education policy, hoping to solve the problem of unbalanced distribution and serious shortage of bilingual teachers at the grassroots level. This paper is on a comparative analysis of free local teacher education policy in each province. By large data analysis, questionnaires and telephone interviews, the author conducts an empirical study on investigating the student teachers' willingness of following the contact and the rate of signing contact, and then discusses the characteristics of tuition-free student teachers in Xinjiang. In the end, the paper puts forward the problems and countermeasures in the implementation of the policy of free teacher education in Xinjiang.
