后现代行政精神的现代性谋划:智力游戏抑或科学运思——兼评王锋教授的《走向服务型政府的行政精神》

摘要
行政改革的成功需要精神的引领。后工业社会呼唤一种新行政管理范式来取代管理型行政,同时需要建构一种新行政精神来取代理性化的行政精神。后现代行政精神是合乎历史发展的必然,现实社会也为其产生提供了客观条件。建构后现代行政精神需要从人之重生、制度之再造和想象与启蒙三个方面着手。后现代行政精神的建构面临着诸多挑战,只有战胜这些挑战才能使后现代行政精神成为科学运思与现实活动而不至于成为乌托邦式的智力游戏。
The success of administrative reform needs spiritual guidance. The post industrial society calls for a new administrative management paradigm to replace the management administration,and needs to construct a new administrative spirit to take the administrative spirit of agency.The postmodern administrative spirit is consistent with the historical development,and the real society also provides objective conditions for its emergence.Human rebirth,system re engineering,imagina-tion and enlightenment are human efforts. The construction of postmodern administrative spirit is faced with many challenges. Only by defeating these challenges can the post modern administrative spirit become a scientific thinking and practical activity rather than a Utopian intellectual game.
