摘要
文章阐述了中国食糖生产、消费、进口以及食糖价格形成机制,指出国内食糖价格受供求关系、能源价格以及政策等多方面因素的影响,呈周期性波动,未来10年中国食糖的生产和消费将呈缓慢增加总趋势,并且食糖消费增长会快于食糖生产的增长。通过分析甜菜主产区土地资源禀赋,认为甜菜生产具有比较优势,同时甜菜制糖产业存在研究投入不足、研发能力不强、甜菜种植规模小、农业机械化技术水平低等问题,提出国家应在政策上扶持甜菜制糖产业、加大科技投入,提升甜菜研究水平和新产品开发力度,拓展产业链、提高企业竞争力等建议,挖掘甜菜制糖业产业发展潜力,促进甜菜制糖业产业可持续发展。
        The paper expounds China's sugar production, consumption, import and price formation mechanism, points out that the domestic periodic fluctuation of sugar price is influenced by many factors such as relation between supply and demand, energy price and policies. It predicts that the production and consumption of sugar will increase slowly in the next ten years, and the sugar consumption growth will be faster than sugar production growth in China. By analyzing the factors such as natural resources in main sugar beet producing area, the comparative advantage of the sugar beet industry, and problems such as insufficient research input, low ability of research and development in sugar beet industry, small scale of sugar beet planting and low level of agricultural mechanization, it suggests that the state should support the sugar beet industry in policies, increase input in S&T research, develop new products, expand the industrial chain,promote the competitiveness of enterprises and tap the development potential, thus to promote the sustainable development of sugar beet industry.
