“元治理”与中国特色大学治理体系

摘要
"元治理"与中国特色现代大学治理体系的耦合表现为国家在政策制定、资源配置、协同治理上发挥着重要作用。在中国特色现代大学治理体系中体现"元治理"具有现实必要性,具体而言:坚持大学内外部贯通是发挥"元治理"作用的逻辑起点;服务学术权力是发挥"元治理"作用的基本内涵;遵守大学章程是发挥"元治理"作用的重要依据;完善现代大学制度是发挥"元治理"作用的重要保证。
The coupling of"meta-governance"and modern university governance system with Chinese characteristics shows that the government plays an important role in policy making, resource allocation and cooperative governance. It is necessary to embody"meta-governance"in the governance system of modern universities with Chinese characteristics. Specifically, insisting on the internal and external penetration of universities is the logical starting point to play the role of"meta-governance". The basic connotation of the role of"meta-governance", the adherence to the university charter is the important basis for exerting the role of"metagovernance", and the improvement of the modern university system is the important guarantee to play the role of"meta-governance".
