六合、三维、一体:智慧海关新技术应用研究

摘要
智慧海关建设的关键在于新技术应用。当前,新技术应用还存在诸多问题,其原因可总结为表象化、类型化和工具化。由问题导向,得出框架思路:六合、三维、一体。六合即是在分析海关对各类新技术不同需求的基础上,进行综合应用。三维即是依托三维信息空间结构,建立综合应用的工作平面。一体即是构建技术应用一体化体系,包括管理模式、综合平台、结构区间、科技创新、人文结合等路径。
The key to the construction of a smart customs lies in the application of new technologies. At present, there are still many problems in the application of new technology, which can be summarized as representation, categorization and instrumentalization. From the problem-oriented approach, we derive the following three framework solutions: six-in-one, three-dimension and integration. Six-in-one solution is a comprehensive application based on the analysis of the different needs of Customs for various new technologies. Three-dimension solution is to build a working platform for the comprehensive application on the basis of three-dimensional information architecture. Integration solution is to build an integrated system of technology application, including management mode, integrated platform, structural interval, scientific and technological innovation, humanistic integration and other paths.

(2)英国学者马克斯·H.布瓦索(Max H.Boisot)率先提出“信息空间”(I-space)并三维化这一全新的分析视角。本文立足新技术在海关的应用,进行了具体化阐述。
(3)根据海关总署新近下发的《海关全面深化业务改革2020框架方案》,全国海关将并行推广“两步申报”通关新流程,但对于业务技术一体化的基本原则没有变,在精准识别通关风险方面的智能化技术要求甚至更高。
