摘要
为解决当前采用的路侧停车管理模式存在的不正当收费、遗漏故意逃费的车辆及人工成本高等问题,对路侧停车系统中的停留车辆存在时间检测及视频取证等问题进行分析。提出一种基于视频分析技术的车辆检测算法,通过视频分析技术进行泊位停车自动取证,实现停车计时计费自动化,从而降低人力成本。
        Geomagnetic sensors are normally mounted in on-street parking zones for detecting vehicles parking.They know exactly how long a car has occupied the position but can not identify the car which should pay for that.Therefore,the parking administration arranges a large number of on site parking fee collectors.The personnel expenditure has been the major part of operation costs.This paper proposes a video-analysis based automatic method to gather complete parking information,including the car identity,which can replace the men watching.
