摘要
从府际关系的视角研究城乡教师资源配置有利于促进师资均衡,推进城乡义务教育一体化发展。城乡教师师资配置府际关系主要存在纵向府际关系视角师资制度不完善和横向府际关系视角师资质量配置失衡两方面的问题。其直接原因是政府政策执行机制不完备,地方政府的自利行为以及配置缺乏物质保障也是重要影响因素。因此城乡教师资源配置的新型府际关系构建要加强政府之间的纵向管理横向协同,一方面做好制度保障和物质保障,另一方面构建合作协商机制、形成跨地区执行机制、建立约束监督机制。
Studying the allocation of teacherresources in urban and rural areas from the perspective of intergovernmental relations is conducive to promoting the balance of teachers and promoting the integration of urban and rural compulsory education. There are two main problems in the inter-governmental relationship of Teacher Allocation in urban and rural areas:the imperfection of teacher system from the perspective of vertical inter-governmental relations and the imbalance of teacher quality allocation from the perspective of horizontal inter-governmental relations. The direct reason is that the implementation mechanism of government policies is not perfect,and the self-interest behavior of local governments and the lack of material security in allocation are also important factors. Therefore,the construction of the new inter-governmental relationship of urban and rural teacher resource allocation should strengthen the horizontal coordination of the vertical management between the governments. On the one hand,we should do a good job of system and material security,on the other hand,we should build a consultation mechanism,implementation mechanism and restraint and supervision mechanism.
