高校与县域合作办学的协同治理研究

摘要
我国高等教育即将步入普及化,高校整体搬迁或延伸到县域办学是寻求生存空间的理性诉求,也符合县域实现乡村振兴的现实需求。但是,当前高校与县域合作办学存在着差异不同、政策不稳定、多主体价值差异以及协同机制不完善等方面的瓶颈问题。文章从协同治理理论的视角分析,认为需要形成思想共识确立共同发展目标、推动多维合作探索协同治理主体格局、制定发展规划保障合作政策持续实施、改革管理体制建立现代化治理体系、发挥产业优势协同配置资源,以促进高校与县域合作办学的互利共赢。
The overall relocation of colleges or universities in counties reflects a logical necessity under the background of the popularization of higher education in China,and the realistic need of counties' rural vitalization.However,there exist some bottlenecks in current cooperation between universities and counties for the sake of differences,policy instability,multi-subject value difference,and imperfect coordination mechanisms.From the perspective of coordinated governance theory,this paper believes that it is necessary to form an ideological consensus to establish common development goals,promote multidimensional cooperation to explore the main structure of coordinated governance,formulate development plans to ensure the sustainable implementation of cooperation policies,reform the management system to establish a modern governance system,and give full play to industrial advantages to coordinate the allocation of resources,thus promoting mutual benefit and win-win cooperation between universities and counties.
