基于集中指数与基尼系数的广西全科医生配置公平性研究

摘要
目的:对广西2013—2016年全科医生配置公平性进行分析,为优化配置全科医生资源提供参考。方法:运用集中指数与基尼系数对广西全科医生配置进行分析讨论。结果:广西全科医生数量不足且配置不匀衡,存在倾向于经济发达区域的不公平,按人口配置的公平性优于按地理配置的公平性,区域间差异明显。结论:强化政府主导功能,持续加大对全科医生发展的投入,引导全科医生配置向经济欠发达及边远地区倾斜,增强卫生资源配置的公平性。
Objective: To analyze the equity of general practitioners(GPs) allocation in Guangxi from 2013 to 2016, so as to provide references for optimizing resource allocation of general practitioners. Methods: Concentration index and Gini coefficient were used to analyze and discuss the allocation of general practitioners in Guangxi. Results: The number of general practitioners was short in Guangxi, while the equity of population distribution was better than geographical distribution. There were obvious gaps of regions. Conclusion: The government should strengthen the dominant function, gradually increase investment in the development of general practitioners,guide the general practitioners' allocation to underdeveloped and remote areas and improve the equity of general practitioners' allocation.
