改革开放以来高校思想政治教育政策的演变及特征

摘要
改革开放以来,历届党中央领导集体基于不同历史时期的世情、国情和学情,为解决各自所处历史发展阶段所面临的高校思想政治教育工作的主要矛盾与问题,从不同的侧重点和关注点出发,陆续颁发了200多个关于加强和改进高校思想政治教育工作的重要政策文件。这些政策呈现出鲜明的阶段性特征,可分为重建高校思政教育基本框架及实现价值取向重大转移的拨乱反正重构阶段、确立德育为首及科学规范化发展高校思政教育工作的规范改进阶段、强调以人为本与注重高校思想政治教育工作实效性提升的开拓发展阶段、基于立德树人根本任务全面系统谋划高校思政教育工作的创新发展阶段。
The development history of the leadership of the Party Central Committee in the past 40 years since the reform and opening up strengthens and improves the ideological and political education policy of college students. It has experienced the reconstruction of the basic framework of ideological and political education in colleges and universities and the important shift of value orientation,which is,heading for the standardization and improvement of ideological and political education in colleges and universities; emphasizing the development stage of people-oriented and the effectiveness of ideological and political education in colleges and universities; comprehensive and systematical planning of the ideological and political education work and the development stage of innovation based on the fundamental task of strengthening moral education and cultivating people.
