An integration of Integer Programming and Variable Neighbourhood Search is proposed. A ruin-and-recreate strategy is applied to intensify and diversify the search. A new scoring scheme is applied to identify high-penalty parts of the solution. We test the algorithm on 36 various instances mostly from the literature. We obtained better results compared with best state-of-the-art algorithms.
