Adolescent offenders have significant need for substance abuse treatment. Agencies need systematic guidance for improving identification and referral of youth to services. A Juvenile Justice Behavioral Health Services Cascade is proposed. The Cascade helps identify unmet needs and areas for organizational intervention.
