The refined Laspeyres and LMDI models were both adopted to decompose driving forces. This study showed output and technology have long-term, stable effects on industrial water use. Stimulation and inhibition of industrial water use occurred alternately. The refined Laspeyres model was preferable for this case. Tianjin local government should restructure industry towards water-saving targets.
