Clean drinking water, free of harmful contaminants,is a basic human need. To ensure the safety of its water supplies, many communities throughout the United States opt to filter their drinking water, while others elect to enact conservation practices and utilize other treatment methods. This research focuses on public policy choices, such as the establishment of conservation and water treatment programs other than filtration,as a means to ensure water quality. The methods used and choices made by three major cities in the U.S.: New York City,Boston, and Seattle, are examined. The researcher uses a multiple case study approach, and a combination of qualitative and quantitative data from all three cities and central federal offices to compare and contrast methods used and outcomes. Successful methods and practices used by these cities might be considered by other communities, both nationally and globally,to ensure safe and potable drinking water.
