This study explores the issues and problems that face active federal government Chief Information Officer's (CIO). Many of these issues, budget formulation, increased workload, inadequate resources, portfolio management, cyber security and changing priorities, are the same in both the public and private sector. Lack of budget oversight and control, mixed roles and responsibilities, increased pressure to operate in times of diminished budgets, and continual attacks by Congress and the press against federal employees were some of the unique issues facing the federal government CIO. They all felt frustration and increased stress in their position in order to meet unrealistic management expectations. Twelve participants stressed pride in their work. All participants indicated that public service and the desire to give back to others were strong motivators in their initial decision to join the federal government and still influence their tenure decisions. Some participants felt that they would leave the federal government if offered a higher salary since they knew that could earn more money outside the federal government. This study showed that organizational research focusing on the private sector has a direct bearing in the public sector.
