摘要
基于回应性监管视角,分析地质勘查活动监管现状与趋势,提出构建地质勘查活动信用监管模式,形成信用信息归集共享、信用行为记录评价、信用行为分类监管、信用信息查询使用、信用信息修复反馈的信用链条。通过政府主管部门、行业学会协会、社会公众与从业单位之间相互作用与协调,构成完整的信用监管体系,为地质勘查活动监管制度创新提供借鉴和参考。
Based on the perspective of responsive regulation, this paper analyzes the current situation and tendency of supervision of geological exploration activities, puts forward the construction of credit supervision mode of geological exploration activities,and forms credit chains which include credit information of collecting and sharing, evaluation of credit behavior record, classified supervising of credit behavior, and credit information chain of inquiry, use, retrieval and feedback. For providing references for the innovation of the regulatory system of geological exploration activities, it will form a complete credit regulatory system, which can coordinate between governmental authorities, industry associations, the public and working units.
