摘要
《全国主体功能区规划》已经成为我国国土空间开发与保护的重要纲领,其中指出:"重点生态功能区,要形成‘点上开发,面上保护’的空间结构",而这一目标的实现,需要确定与重点生态功能区相适宜的土地利用模式。本文通过对重点生态功能区定位和土地利用存在问题的分析,探讨了"点上开发,面上保护"与重点生态功能区土地利用和国土空间优化的关系。在此基础上,提出了重点生态功能区"点上开发,面上保护"土地利用模式,可以为重点生态功能区建设提供决策参考,具有较好的理论与现实意义。
The Planning of the Main Functional Areas of China has become an important program for the development and protection of land space in China.It is necessary to determine the appropriate land use pattern with key ecological function areas for forming a "point development,surface protection" spatial structure.Based on the analysis of key ecological function areas and land use problems,this paper discusses the relationship between "point development,surface protection" and land use and land spatial optimization in key ecological function areas.On this basis,this paper puts forward the land use pattern of "point development,surface protection" in key ecological function areas.It can provide the reference for the construction of key ecological function areas,and it is of a good theoretical and practical significance.
