摘要
基础信息化建设是在全面深化公安改革的时代背景下,大力推进"四项建设"和进一步提升公安机关履职能力和水平的时代课题;有必要从理论和实践两个层面厘清和论证公安机关推进基础信息化建设与警务实战化、执法规范化、队伍正规化以及信息基础化、警务现代化、传统侦查工作、打击犯罪新机制、公安情报工作、大数据警务的关系,在理论认识上树立科学理念、澄清错误认识,在侦查实践中更好地贴近实战、服务实战、引领实战,进一步把基础信息化建设的研究成果转化为深化平安建设的现实战斗力。
Under the background of comprehensively deepening the police reform, the public security basic information construction is vigorously promoting the important content of the "four constructions" and to further enhance the performance ability and level of public security organs. It is necessary to clarify the relationships between the construction of basic information and actual policing combat, law enforcement standardization, standardization of the public security staff, information infrastructure work, traditional detective work, policing modernization, new mechanisms to combat crime, policing intelligence work and the big data policing from the aspects of theory and practice. Establishing the scientific concept on a theoretical understanding and clarifying misconceptions in the practice of investigation can better access to actual combat, serve the actual combat, lead the actual combat and transform the results of basic information construction research into the real combat effectiveness in the process of deepening the peace-building.
