摘要
中国和哈萨克斯坦作为友好邻邦历史悠久。近五年来,中哈两国围绕共建"一带一路"积极开展合作。伴随两国经济贸易往来更加频繁,留学生教育领域的合作项目不断增加,尤其在互派留学生和孔子学院建设方面成绩斐然,但同时也存在留学生教育的学历层次较低、专业结构与经济结构不匹配、留学生教育投入少及培养模式单一等具体问题。通过深入分析两国留学生交流的现状及存在的问题,建议可从哈萨克斯坦经济社会发展的实际需要出发,更有成效地实现教育合作,重点加大留学生教育的投资力度,扩大中国赴哈留学生的数量和规模,加强哈萨克斯坦重点产业、特色行业和新兴技术领域专业人才培训项目的合作。
China and Kazakhstan are neighbor countries, sharing a long history of intense relations. In the past five years, these relations have become especially dynamic under the framework of "the Belt and Road" initiative. As the economic and trade exchanges are becoming more and more frequent, the cooperation projects in education field for international students are increasing in a stable way. Especially, there are significant achievements in mutual exchange of international students and establishment of Confucius Institutes across Kazakhstan. However, there are also specific problems in this aspect including low academic level of international students' education, mismatch between professional and economic structure, less investment in international students' education and a single training model. By analyzing the present state and current issues of international students' exchange between China and Kazakhstan, this study suggests to implement an effective educational cooperation strategy by considering the actual needs of the economic and social development of Kazakhstan,particularly increase investment in the international students' education, expand the flow of international students from China, dispatch students in a targeted manner by considering the reform of the economic structure of Kazakhstan, and strengthen cooperation in the training programs for professionals in key industries and emerging technologies of the country.
