摘要
采用顶层设计,由上自下的方法构建了大型仪器设备开放共享平台,从组织机构、规章制度、运行机制、管理平台、入网设备、收费标准、考核评价和队伍建设等8个方面进行了实施与探索,取得了丰硕的成果,有效提高了大型仪器设备的使用效率,在可靠性检测、材料性能测试、新产品研发、科研创新等方面为国家科技发展提供了强有力的技术支持。
The top design and top-to-bottom method are adopted to construct the open and sharing platform for large-scale instruments and equipment.The implementation and exploration are carried out from the following eight aspects:organizational structure,rules and regulations,operation mechanism,management platform,network access equipment,charging standards,performance assessment and team construction,which has achieved fruitful results,and effectively improved the efficiency of the large-scale instruments and equipment so as to provide the strong technical support for the national development of science and technology in the aspects of reliability testing, material performance testing,R&D of new products,scientific research innovation,etc.
