摘要
伴随着改革开放40年的发展历程,我国住房制度改革不断推进,夹裹在国家住房策略调整下的河南城乡住房政策也走过了40年的探索实践。回望城乡住房政策的历史演进,大致经历了福利分房、住房市场化、宏观调控房地产市场、强化住房保障等阶段,农村住房建设则主要以宅基地管理的变化为主线,以城乡一体化发展、新农村建设、乡村振兴等重大农村发展战略为依托。实践表明,改革开放以来城乡居民的住房状况、生活条件、居住环境都获得了显著改善,住有所居、安居宜居始终是城乡住房民生事业的发展指向。
With the development of the reform and opening up for 40 years,the reform of the housing system in our country continues to advance. Under the adjustment of the national housing strategy,the urban and rural housing policy of Henan province has gone through 40 years of exploration and practice. Recalling the historical evolution of urban and rural housing policies in Henan, urban housing reforms have undergone stages of welfare housing allocation, housing marketization, macro-control of the real estate market, and strengthening of housing security. The construction of rural housing is mainly based on the change of homestead management,which is the policy background of the major rural development strategies such as urban-rural integration development, new rural construction and rural revitalization. Since the reform and opening up, the housing conditions, living conditions and living environment of urban and rural residents in henan province have been significantly improved,and living in a residential home has always been the development direction of the urban and rural housing system.
