摘要
本文主要从市场准入、监测领域以及运行管理等方面,开展了对环境监测服务社会化的政策文本的分析工作,经过大量的研究证实,我国只有少数地区对环境监测社会化的理念进行了创新,对环境监测服务的发展起到了一定的规范作用。但多数地区的环境监测社会化政策的准入条件较高,管理方式过于传统,监测手段也较为落后,使得环境监测服务工作迟迟得不到发展,对于此种现象,政府应发挥主导作用采取积极的措施进行整治,社会人员也应积极参与到其中,这样才能促进环境监测社会化政策的积极发展。
This paper mainly analyzes the policy texts of socialization of environmental monitoring services from the aspects of market access, monitoring and operation management. After a large number of studies, it is confirmed that there are only a few regions in China that carry out the concept of socialization of environmental monitoring. Innovation has played a role in regulating the development of environmental monitoring services. However, in most regions, the environmental monitoring policies for social monitoring have higher access conditions, the management methods are too traditional, and the monitoring methods are relatively backward, which makes the environmental monitoring services work delayed. For this phenomenon, the government should take the leading role. Positive measures should be carried out to rectify and social workers should actively participate in it so as to promote the positive development of environmental monitoring socialization policies.
