摘要
目的分析2012-2016年广东省卫生资源配置的基本现状并评价其公平性,为广东省区域卫生资源的优化配置提供科学的参考依据。方法用描述性统计方法分析广东省卫生资源配置的现状,用洛伦兹曲线、基尼系数和差别指数从人口、地理2个维度探讨卫生资源配置的公平性。结果按人口配置,除了卫生机构数的基尼系数在0.2～0.3,其余4项卫生资源的基尼系数和差别系数均在0.2以下,人口公平性较好;按地理面积配置,各类卫生资源的基尼系数和差别系数均高于人口配置。结论广东省卫生资源配置总量逐年增长,但卫生资源配置结构仍欠合理,地区间差距较大;卫生资源配置人口公平性优于地理公平性;卫生物力资源的地理公平性优于卫生人力资源。
Objective The aim of this study was to explore the current situation and the equity of health resources allocation in Guangdong province from 2012 to 2016, so as to provide scientific reference for optimizing regional health resources allocation in Guangdong province. Methods Descriptive statistical analysis, Lorenz curve, Gini coefficient and index of dissimilarity were applied to analyze the status and equity of the health resources allocation in Guangdong province from the dimensions of population and geographical area. Results According to the population distribution, the Gini coefficient and index of dissimilarity of four types of health resources were less than 0.2 except that health institution was between 0.2-0.3.This reflected there was a good equity of health resources allocation by population. However, the Gini coefficient and index of dissimilarity by geographical area distribution of health resources allocation were higher than those allocated by population.Conclusion The total amount of health resources allocation in Guangdong province had been increasing year by year, while the structure of health resources allocation was still unreasonable, and there were large gaps among regions. The equity of population allocation was significantly superior to that of geographical area allocation. The equity of geography of health material resources is better than that of health human resources.
