环境规制政策演变对中国医药制造业创新效率的影响研究

摘要
在环境问题日益突出的背景下,学术界做了大量关于环境的研究。但鲜有文献说明不同类型环境规制政策的变化对医药制造业创新效率的影响。因此,文章基于费用型环境规制与投资型环境规制2种政策类型和2004—2016年中国27个省的面板数据,使用随机前沿(SFA)分析方法,实证研究了不同类型环境规制政策对医药制造业技术创新效率的影响。研究结果表明,费用型环境规制政策和投资型环境规制政策都对医药制造业的创新效率产生了"激励效应";在投资型环境规制中,建设项目"三同时"环保投资对医药制造业创新产出有正向作用;而工业污染源治理投资则对医药制造产业的创新作用不显著。
        With the increasingly environmental issues,the academia has done a lot of research on the environmental regulation policies. However,there is little literature on the impact of different types of environmental regulation changes on the efficiency of pharmaceutical manufacturing innovation. Based on the panel data of 27 provinces in China from 2004 to 2016,this paper empirically studies the impact of different types of environmental regulation policies on technological innovation efficiency of pharmaceutical manufacturing industry. The results show that both the cost-based environmental regulation policy and the investment-based environmental regulation policy have an incentive effect on the innovation of pharmaceutical manufacturing industry,which supports the Porter hypothesis to some extent. In the investment-oriented environmental regulation,the"three simultaneous"environmental protection investment of construction projects has a great impact on the innovation of pharmaceutical manufacturing industry,while the investment in industrial pollution control has no significant effect on the innovation of enterprises.
