公共危机管理研究的图景与解释——基于国际文献的分析

摘要
为了探讨公共危机管理研究处在什么样的状态,本文运用文献共被引分析、突发检测、高被引论文统计方法,收集了1985年以来公共危机管理研究领域的核心文献。通过内容分析,本文讨论了公共危机管理研究的主题和理论演进过程。研究表明,公共危机管理可以划分为三大领域:公共危机过程管理、风险沟通与危机沟通、适应性危机管理。在三十多年的演进过程中,公共危机管理研究经历了危机管理向危机治理、风险沟通向危机沟通、拒绝危机向适应危机的转变。整体上看,公共危机管理研究的概念、理论尚处于"碎片化"阶段。作为跨学科研究尝试的"不确定性"、"脆弱性"、"韧性研究"还没有形成独立的研究体系。下一步,公共危机管理研究需要关注三个研究领域之间的交叉与融合问题。
        The objective of this paper is to illustrate how international crisis management research evolves in past three decades.This paper applied four methods in finding and discussing core papers including Analysis of Highly Cited Paper and Hot Paper,Author Co-citation Analysis,Burst Detection Analysis and Contents Analysis.Based on the contents analysis of more than 100 core papers,the authors reveal that process management,crisis communication and adaptation management are three leading areas in crisis management research literature in public administration.Crisis process management put the emergency response at top superior task to governments at emerging time and now crisis governance is focus in present.Risk communication turning to crisis communication reveals that crisis management research absorbed and integrated knowledge from communication and risk management.Cross-disciplinary research is emerging including vulnerability analysis,uncertainty management and adaptation management.However,the paper concludes that public crisis management research is still fragmented,which calls for more cross-disciplinary and integrative work in the future.Crisis management research articles and works are fully dispersed.This analysis may omit some key literatures because of the limitation of research techniques and process.
