京沪妇女保健常规工作协调能力初析

摘要
目的比较京沪两地妇女保健领域常规工作协调能力的差异,明确其对推进妇保工作的意义,探索对其量化评估的可行性。方法收集上海、北京政府层面分管负责人分管范围,量化评价两地妇女保健工作常规工作的协调权威程度。结果 2000-2017年,京沪两地妇女保健常规工作协调能力均没有变化,北京(41. 7%)高于上海(27. 8%)。其中对业务部门的协调范围为100%,但对关键支撑部门协调程度分别为50. 0%、25. 0%。结论京沪两地妇保领域常规协调能力不高,仅能有效协调业务部门,对关键支撑部门的协调能力较为薄弱。政府应定位在"主导"与"协调",在常规工作中有效联合其他部门与卫生部门协同一致,共同应对妇女健康问题;研究所探索采用的量化评价方法具备可行性和可推广性。
        Objective To compare the differences in the coordination ability of maternal health care routines between Beijing and Shanghai,to clarify its significance for promoting maternity health work and to explore the feasibility of its quantitative assessment. Methods We collected the scope information of the responsible persons in charge of the Shanghai and Beijing government departments,and quantitatively evaluated the degree of coordination and authority of Beijing and Shanghai to deal with maternal health care routine issues. Results From 2000 to2017,there was no change in the coordination of women's health care routine work in Beijing and Shanghai. Beijing( 41. 7%) was higher than Shanghai( 27. 8%). The coordination scope for the business department was100%,but the coordination degree for the key support departments was 50. 0% and 25. 0% respectively. Conclusions The regular coordination ability in the field of maternal health in Beijing and Shanghai is not high,and only the business departments can be effectively coordinated,and the coordination ability among key supporting departments is weak. The government should position itself to be"dominant"and"coordinated",and effectively coordinate other departments with health departments to jointly address maternal health issues in the routine work. The quantitative evaluation method used for the study is feasible and scalable.
