摘要
互联网和新媒体的发展促使"荐股骗局"、"黑嘴"、市场操纵等传统问题进一步演化升级,严重扰乱市场秩序。根治证券投资咨询乱象,应按照"先规范,后发展"的整体监管思路,分步推进实施。首先要开展专项整治,重塑监管权威,破除行业"潜规则";其次要完善监管法规,加强监管协作,提高监管效能;最后是明确定位,扶优限劣,督导行业回归本源。
        The development of Internet and new media has promoted the evolution and upgrading of traditional problems such as "stock recommendation fraud", "black mouth" and market manipulation, which seriously disrupt the market order. To eradicate the chaotic phenomenon of securities investment consultation, we should step by step carry out it in accordance with the overall idea of "first standardizing, and then developing". First of all, we should carry out special rectification, reshape the authority of regulation, and break the "hidden rules" of the industry. Secondly, we should improve the regulatory laws and regulations, strengthen the coordination of regulation and improve the efficiency of regulation. Finally, we should make clear the orientation, support successful enterprises and restrict unsuccessful ones, and promoting the industry to return to its origin.
