中美人事档案管理差异性分析及研究

受文化,经济,社会类型的影响,不同国家的人事档案管理方法各有特点。由于社会制度的原因,美国的人事档案管理因雇员任职机构的所有制形式不同可分为联邦政府雇员和私人部门雇员两系统。在不同的系统,人事档案采取了不同的管理模式。了解美国人事档案的管理方式,对比中美两国人事档案管理,并借鉴美国人事档案管理工作经验,对改革和完善我国的人事档案管理很有必要。在我国,人事档案是人事管理制度的一项重要特色,它是个人身份、学历、资历等方面的证据,与个人工资待遇、社会劳动保障、组织关系紧密挂钩,具有法律效用,是记载人生轨迹的重要依据。它具有重要的凭证价值和参考价值。本文就企业人事档案的发展以及人事档案在人力资源中的重要性结和相关文献进行了详细的描述,并以西方发达国家美国为代表,深层次探讨两国人事档案管理的相同和差异之处,分析我国企业人事档案管理的现状和困境,提出不同解决方案策略,使我国的人事档案管理能在企业人力资源体系中发挥其最大利用价值。
Influenced by culture,economy and society,different countries vary in the characteristics of personnel record management methods.Because of social system,there exist two kinds of employment in America:federal government employee and private sector employee for personnel record management resulting from different ownership patterns of employers.Different management methods are applied to personnel record in different systems.It's crucial to know about the method of personnel record management in America,compare the methods of two countries,and learn from work experience of America for the sake of reform and improvement of personnel record management in our country.In China,personnel record is one of important features of personnel management system.It's an evidence of personal identity,education background and qualification etc.and related closely to individual wage and treatment,social labor security,organization relationship.It has legal effectiveness and is an important basis for recording personal history.It has significant evidential and reference value.This article references relevant documents,describes in detail the development of enterprise personnel record and importance of personnel record in human resources,takes the America as an example,and thoroughly discusses the similarity and difference between both countries regarding personnel record management.The article analyzes the current status and predicament of enterprise personnel record management in our country,proposes different solution and strategy,and presents a possibility of personnel record management being made the best of in the human resources system in China.
