摘要
2007年中央一号文提出了积极发展现代农业扎实推进社会主义新农村建设。黑龙江省是全国重要的商品粮基地，但农业发展面临着资源和环境的巨大压力，农业生态经济问题越来越受到社会各界广泛的关注。基于此，笔者查阅了有关有机农业的大量文献、数据和著作，认为我省发展有机农业可以消除贸易壁垒，有助于改善消费者的饮食健康状况和食品安全，有利于提高农民的收入，促进我省农业的可持续发展。
本文在阐述有机农业的国内外发展动态和有机农业的相关理论的基础之上，分析了国内外有机农业的发展现状及影响我省有机农业发展的主要因素，从而提出了黑龙江省有机农业发展的目标和对策。主要从以下四个方面进行了具体研究：
第一部分主要论述了有机农业的基本理论。给出了有机农业的定义，阐述了有机农业的相近概念和相关理论，分析了有机农业的特征，具体说明了的认证机构、认证程序和评价指标。
第二部分主要分析了国内外有机农业发展的历史与现状。运用多种分析方法分析了国外有机农业的兴起与发展，国内有机农业的发展现状和有机食品的发展历程，黑龙江有机农业的发展现状。
第三部分主要分析了影响我省有机农业发展的因素。运用SWOT分析方法，分析了我省发展有机农业的优势、劣势、机遇和挑战。
第四部分针对我省有机农业发展的实际情况，提出了我省发展有机农业的短期与长期目标，并从技术制度、营销策略、管理体系和宏观调控等方面提出了我省发展有机农业的对策。
The Central proposes a positive development of modern agriculture and solid advanceconstruction of a new socialist countryside in 2007 on the 1 st paper. Heilongjiang Province, as thecountry's major grain production bases, also Face enormous pressure of agricultural developmentand economic development. The problem of agriculture development get community-wide concern.Because of this, I read a lot of literature, data and writings on organic agriculture and think thedevelopment of organic agriculture in Heilongjiang province can elimination trade barriers,improve the health of consumers eating, raise the income of farmers, Promote agriculturalsustainable development in HeiLongJiang.
The thesis Based on a full understanding of the relevant theories of organic agriculture andthe development of organic agriculture at home and abroad, then Analysis of the development oforganic agriculture at home and abroad and the main factors affecting the development of organicagriculture in HeiLongJiang. Finally, The thesis give the targets and countermeasures on OrganicAgriculture in HeiLongJiang. There are four aspects in the following:
The first part discusses the basic theory of organic agriculture. The part give the definition oforganic agriculture, Expound the similar theory and similar concepts Of Organic Agriculture,Analysis the characteristics of Organic Agriculture and Specify the certification institution,procedures and evaluation indicators.
The second part analyzes the history and current situation of Organic Agriculture at home andabroad. This part analyzes the emergence and development of Organic Agriculture abroad, theemergence and development of Organic Agriculture in China and the development of OrganicAgriculture in HeiLongJiang.
The third part analyzes the major factors affecting the development of organic agriculture inHeiLongJiang. Using SWOT analysis, the part analyzes the advantage and disadvantage,opportunities and challenges on Organic Agriculture in HeiLongJiang.
The fourth part gives the short-and long-term goals on Organic Agriculture in HeiLongJiang inaccordance with the actual situation in the province. At the same time, Propose a solution intechnology, marketing strategy, management system and macro-regulation.
