养老保险支付管理系统的设计与实现

摘要
社会保险是指国家通过立法强制实行的,由劳动者、企业、以及国家三方共同筹资,建立保险基金,对劳动者因年老、工伤、疾病、生育、残废、失业、死亡等原因丧失劳动能力或暂时失去工作时,给予劳动者本人或供养直系亲属物质帮助的一种社会保障制度。该制度顺利贯彻执行对于维护社会稳定,促进社会经济发展具有重要作用。
     当今社会信息化技术发展日新月异,新技术的出现在提高人们对信息的掌握和操控能力的同时也为当今社会保险的信息化建设提出了更高的要求,社会保险系统在社区的建设、公共服务体系的延伸,以及更完善、方便地与银行、财政、税务、金融等部门的信息交换,成为当前社会保险系统所要面对的问题;目前全国各地社会保险信息化建设参差不齐,甚至有些地区社会保险数据还采取手工处理的方式。为了解决这些问题,在增大行业基础信息网络建设、提高信息系统的处理能力和速度的同时,还应该适时地运用新技术对现有系统进行升级、改造,以使其更适应信息量不断增大、信息面更加拓宽的行业需求。鉴于此,劳动保障部继2000年推出核心平台一版后,又推出了核心平台二版。
     养老保险是社会保险制度的重要内容。本文在严格遵守核心平台二版规范的前提下,经过分析养老保险支付业务的实际需求和业务流程,并结合软件工程的先进思想,设计和实现了一个针对养老保险支付业务的管理系统。
     首先,本文在讨论养老保险支付管理系统项目背景和对其开发设计所面对问题的基础上,分析了系统的功能需求和非功能性需求,并对系统需求以流程图和用例图的形式来详细说明。在需求分析基础上,进行了养老保险支付管理系统架构设计。根据系统需求提出系统设计目标和原则,分别对系统技术架构和功能架构进行了设计。技术架构主要考虑系统的可扩展性和可移植性问题,因此采用三层架构作为系统的基础技术构架,以J2EE技术作为系统的核心技术标准,并对各层的功能进行了设计分析。在功能架构设计中,讨论了系统各部分的功能组成,最后给出一个动态的系统功能流程。其次进行养老保险支付管理系统的详细设计,该部分按照差异化管理和一体化管理的思路来设计系统,并对各个模块的设计进行了描述。在详细设计的基础上,对各个模块的实现进行了简单介绍,并且对重点实现部分进行了详细分析。最后,简单分析了系统测试,并对压力测试的环境搭建和测试过程给出了详细分析。
     可以相信,作为社会保险管理系统之一的养老保险支付管理系统必将在金保工程建设中发挥更大的作用。
Social Insurance is one of the social security systems, which is enforced by the national legislation. It rising money by the workers. Business and the nation The establishment of the insurance funds is that when because of old age, work-related injuries, sickness, maternity, disability, unemployment, death and some other reasons people unable to work or lose their jobs, the funds give workers or their family members physical help. The smooth implementation of the system play an important role on maintaining social stability and promote socio-economic development.
     The developing of today's information technology is rapid, the appearance of new technologies improves people's ability on grasping and controlling the information ,but it also bring a higher demand of today's information-based construction. The construction in the community and the elongation of common service system and more complete, convient information swap with banks, finance, tax, banking and some other department, become the problem of today's social insurance system need to face. The current social insurance system all around the country is unbalanced, even in some areas social insurance need manual operate. In order to solve these problems, we need increase the construction of the industry-based information network, advance the speed and the resolve ability of information system, and also escalate the system using new technology timely in order to make it adjust to the industry demand of increasing infomations, therefore the Ministry of Labor and Social Security put out core platform of the second version following the core platform of the first version in 2000.
     Pension insurance is an important part of social insurance system .In the paper ,in strict compliance with standard of the core platform of the second version , through analyse the real demand and profession circuit of the pension insurance payout ,and combine with the advanced thought of software engineering,design and achieve a manage system which direct for the pay of old-aged insurance.
     First of all, by discussing the background of the old-age insurance management system and the problem the system's design must to face in this paper we analysis the functional requirements and non-functional requirements of the system, and explain the system requirements using the flow chart and use-case chart. Depend on demand analysis, we designed the architecture of old-age insurance system. According to the system requirements put forward the objectives and principles of system design technology systems and functions of the structure has been designed. The main technical framework to consider the system's scalability and portability, so three-layer structure as the basis of the technical framework,J2EE technology as the core technical standards of the system, and at all levels to carry out the functions of the design and analysis. In the functional structure of the design, discussed some of the functions of the system, given a dynamic system processes. This was followed by old-age insurance to pay for the detailed design of the management system, according to some of the differences in management and integration of management thinking to design systems and the design of the modules described. In the detailed design on the basis of the various modules for the realization of a brief and focus on the realization of part of a detailed analysis. Finally, a simple analysis of the system test, and pressure testing of the built environment and test process has given a detailed analysis.
     It is believable that as one part of social insurance system, the old-age insurance payment system will sure play more and more important role in the construction of golden insurance engineering.
