平顶山锅检所检验业务流程优化研究

摘要
特种设备是指涉及生命安全、危险性较大的锅炉、压力容器、压力管道等设备,它们广泛应用于各行各业,尤其是大型的化工企业,其安全性直接影响整个系统的运行,同时也关系到人员的生命和财产的安全,平顶山锅检所主要从事锅炉、压力容器、压力管道的制造、安装的监督检验和使用过程中的定期检验工作,以保证设备的质量安全。
     随着我国经济的快速发展,特种设备的数量也快速增加,特种设备安全事故也时有发生。特别是近年来,随着人们安全意识的提高,国家加大了安全事故的问责力度,特种设备使用单位对检验工作越来越重视,对检验机构和检验人员也提出了更高的要求,需要对特种设备检验业务流程进行优化设计研究,以适应、满足客户多元化和个性化的需求,提高检验的工作效率和服务质量,促进现代特检机构的事业发展。
     该课题从满足客户需求和锅检所检验业务现状入手,以数据说明了检验业务流程效率与顾客和市场要求的差距,描述顾客、市场、锅检所现状以及竞争对手的相关情况,以顾客要求、降低检验成本作为流程优化设计的主要输入,用调查访谈、数据分析、外出考察等方法,系统的调查了特种设备检验从申请受理到报告交付的整个流程,用流程图、工时分析表等工具对流程的各环节进行了研究,找出了项目的关键路径,分析了现有流程的主要弊端,针对问题进行了原因分析,提出了检验业务流程优化设计的目标、原则和方法,以缩短流程总时间、提高检验报告准时交付率、降低检验成本、提高检验质量作为业务流程优化设计的目标,以业务流程再造的有关理念和理论作为设计的基本思想,采用标准化、自动化的手法,设计了检验前流程优化设计方案,检验作业优化设计方案、增加检测设备方案、检验费用网上支付方案、检验数据自动采集汇总方案、检验报告网上审批方案,形成了检验业务流程的优化设计,对设计的效果进行了前后对比和评价,并提出了流程优化的建议和保障措施。
     课题研究参考了本行业省级检验机构业务流程的部分做法,借鉴了电信、医疗行业服务流程优化的思路,将制造业常用的标准工时管理导入到检验流程优化设计中,对检测流程优化提出了新的研究方法。
The term "special equipment" here mainly refers to boilers, pressure vessels and pressure pipelines etc, which related to the staff's life and the security of the property are widely used in various fields, especially large chemical enterprise, whose safety directly affects the operation of the whole system. Pingdingshan inspection institution for boiler & pressing containers mainly engages in boilers, pressure vessels, pressure pipe manufacturing, installation of supervision and inspection and periodic inspection during use process, to guarantee the safety of equipment quality.
     with the rapid economic development of our country, the number of special equipment increases rapidly, special equipment safety accidents occur occasionally. especially in recent years, with the increasing awareness of the security, our country increased the safety accident accountability efforts, the using departments of special equipment have paid more and more attention to the inspection routine, and the inspection organization and testing personnel have also been put forward higher requirements, which need to do optimization design research in special equipment's inspection business process, in order to meet the customers' diversified and personalized demands, to improve the work efficiency and service quality properly, and to promote the development of modern special prosecutor.
     This subject starts with the customers'needs and the present situation of inspection business, whose data tells the disparity between the inspection business process' efficiency and the requirements of customers and market, and describes the related condition of customer, market, the current situation and competition of inspection institution for boiler pressing containers.its main input of the process optimization design comes from the customers'requirements and lowering the inspection costs, with the survey interviews, data analysis, investigation and other methods, it investigates systematically the whole process of special detection equipment from application to report delivery, using a process diagram, time analysis table and so on to analyze efficiency of every link of the process, it finds out the project's critical way, analyzes the currently main problems and the main issues during the process, and points out the objectives, principles and methods of the optimization design of testing process,
     According to the concept that the time of the process is reduced, the delivering time of the report on time will be improved, the testing cost will be reduced and the test quality will be improved as the goal of the optimization design of testing process; and the core ides of this design is based on the related concept and theory of business process rebuilding, and it adopts the standardized, automatic means to design the prepared plan before the process optimization testing, the optimization plan of testing equipment, the plan of the increased testing equipment, the testing charge paid through the internet, the automatic collection of the testing data and the plan of specific staff to examine and approve the report to form the process optimization of testing business and to point out the suggestions and improvements of the process optimization.
     In the light of the part of the process of the provincial inspected organization, the idea of the process optimization of the telecommunications and the medical treatment industry.
     This paper provides with the concept of the standardized working-hour in manufacturing industry into the testing process optimization, puts forward a new researching method of the process optimization in detection.
