价值工程在港口规划设计中的应用研究

摘要
价值工程理论,作为一种管理理念和方法,正在被广泛地运用到工业生产、企业经营及工程项目管理中。作为一门技术与经济相结合的科学方法,价值工程在提高工程项目管理水平,提高资源的利用效率方面效果显著。港口建设对国民经济有极大的影响。港口项目本身具有投资大、使用周期长等特点,对港口项目的有关问题进行VE研究将能产生较大的经济效益。
     本文通过资料分析得出我国当今港口工程建设中存在的主要矛盾和任务。利用VE的理论、技术及其思想方法,对港口项目建设的部分阶段进行了系统的分析和研究,以期通过价值工程的引用和推广实现港口建设项目达到“以对象的最低寿命成本可靠地实现使用者所需功能,以获取最佳的综合效益”这一目标。
     针对价值工程在我国工程建设中应用现状作了调查,分析了我国当今在工程实业界应用价值工程存在的困难和不足;较为系统的介绍了价值工程的基本原理方法及工作程序,提出港口规划设计应引入价值工程理论与方法。通过定性和定量相结合的方法建立了港口项目的价值工程评价指标体系,运用系统分析方法对指标体系的权重赋值,通过价值工程中的价值分析方法建立合适的数学模型进行定量分析,建立科学的抉择体系。同时,结合工程实例,分析了在港口建设各阶段应用价值工程的一些方法、程序以及应用价值工程可取得的巨大技术经济效益,指出在港口建设中推广应用价值工程的一些潜在研究方向。
Value Engineering , as an effective theory and method of management ,has been widely applied to industrial production ,enterprises operation as well as project management .as a scientific method which combines technology and economy ,it is undoubtedly a useful tool to help a corporation achievement such goals as improving its project management and resources utilizing.
     Harbor engineering construction has a great influence in civil economic development .It has been demonstrated that VE program in put to implementation process of engineering projects would result in great benefit because of their vast sum of cost and long time of operation .The major problem and goal in modern harbor engineering is brought up through the data analysis .This paper gives systematic studies on the harbor design and construction using VE theory ,techniques and method to obtain the best general benefits with the lowest life circle cost and the reliable needed functions .
     This thesis does a research and makes an analysis on the conditions of the application of value engineering in project construction and the major defects. And then this paper makes a systematical introduction to the basic principles ,methods and procedures of Value Engineering ,and also explains the different application ranges and characteristics during the different phases in the real estate projects' life circle .in details ,a series of functional qualification systems were established in the characteristics of harbor engineering design and construction ,and the weights of the qualification systems were evaluated by using the methods of Fix Quality Grade ,and a proper mathematical model was constructed using the value analysis method in Value Engineering to analyze quantificationally and set up a scientific choice system. Also a practical application of Value Engineering in a project is described in this thesis to explain principles ,methods and procedures of Value Engineering and the benefits brought up .In addition, some potential directions of study in which value Engineering can be applied are mentioned in this thesis too.
